See below for procedures on field closures
|
WEATHER RELATED FIELD CLOSURES---FROST RAIN SNOW ICE etc It's that time of year again when we get lots of questions about field closures. Hopefully the number of closures will be greatly reduced since all of the "winter" matches are now played on A.T. We have senior referees who have newly joined the ranks of Richmond officials and who will not be aware of any procedures which have been used in the past in Richmond. Also there are many Small Sided Games(SSG) referees who are in their first winter season dealing with field closures. The following is a set of procedures which must be used in determining whether or not you should show up to a match AND/OR whether that match should proceed. 1. Review the 4 district(boys) guide-page 10 for "bad weather directions" at www.4districtsoccer.com 2. Review the BCCGSL(girls) guidelines-Rules of Play---Item 5.10 for referee decision regarding playable field at www.bccgsl.ca 3. Every Friday check the Richmond Field closure line by calling 604-276-4383 or view www.richmondsoccer.com Information is updated after 2:00pm Fridays. If the city has closed the field you have been assigned to, DO NOT GO to the game---you will NOT be paid for showing up to a field which the city has closed. 4. Every Saturday/Sunday morning check the RYSA and RGSA web sites to verify that the club has not closed the field. It can happen that the city declares the fields open on a Friday afternoon AND the club determines on a Saturday/Sunday morning that certain fields are closed. If the club declares the field unplayable(closed), DO NOT GO to the game---you will NOT be paid for showing up to a field which the club has closed. 5. The referee has the final say at game time in deciding whether or not the field is playable. If you determine that the field is unplayable, you will be paid for that match. 6. Referees are reminded that although a field may be unplayable at 9:00 am due to heavy frost (or similar), that same field could be perfectly good for the follow-on match at 10:30 am. Therefore you must be at the field at game time to make this call. 7. The referee's authority to deem a field unplayable is limited to the field to which he/she has been assigned ONLY. The following are some general weather related guidelines to be used by the referee(before the match starts) in determining the playability of the field. They all relate to player safety and/or damage to the field. Included(but not limited to) are:- a) Snow lying on the surface. b) Heavy frost on artificial turf. c) Ice on the field. A match may be terminated if the referee decides that the surface has become unplayable during the match. The referee shall include very brief details of the field condition in the report to the RSA administrator if the match is not played OR is terminated due to field conditions. Thank you George Tweedlie Referee Development Coordinator RSA
